Who regulates betting?
The Ministry of Finance administers betting permissions and publishes the legal online operator list. The National Revenue Administration, known as KAS, handles enforcement and inspections. UOKiK covers consumer protection, while financial and data-protection authorities have separate responsibilities.
Start with the official-source operator directory. A company registration, payment-provider logo or overseas licence does not replace a Polish betting permission.
What does a betting permit cover?
The Polish term is zezwolenie na urządzanie zakładów wzajemnych: permission to organise betting. The permission specifies its scope, including whether betting takes place online and the website address used. Approved game rules form part of the framework.
The statutory permit term is six years, subject to the applicable renewal rules. Our directory does not infer an expiry date from this general term: the Ministry’s public table does not publish those dates for each row.
Online and retail are different permissions
A bookmaker appearing on a retail list is not, for that reason alone, authorised to offer online betting. The Ministry publishes separate lists. Our website directory uses the online betting table.
Online casino games fall under a different legal model. A betting permission should not be read as permission to offer online casino games.
Does a foreign licence work in Poland?
A foreign gambling licence does not establish the Polish authorisation needed to serve this market. EU or EEA corporate eligibility concerns who can apply; it does not automatically make an overseas licence valid for betting in Poland.
A website being accessible, using Polish or accepting złoty is also insufficient. Article 29a of the Gambling Act prohibits participation in online games offered without the required permission by providers outside the state monopoly.
Check the positive list and the blocklist separately
The Ministry’s positive list identifies legal online operators and website addresses. Its prohibited-website register is an enforcement tool. Absence from that register does not prove authorisation.
Use the exact-address checker, follow the official source link and read the operator’s own permission information and approved rules. For suspected unlawful activity, see complaint and reporting routes.
